Position: Technical Advisor – Child Protection in Emergency
Contract length: Up to 31 December 2020, possibility of further extension
Job Description / Responsibility
The overall aim of this position is to develop standards tools, guidance that support quality implementation of the Child Protection (CP) program in Cox’s Bazar. S/he will lead the child protection situation analysis and assessments, adapting both SC toolkits and Inter-Agency Assessment Toolkit and accountable for providing input into relevant technical working groups. S/he will work closely with the Child Protection Sub-Sector (CPSS) in Cox’s Bazar to support inter-agency analysis and assessments and ensure assessment findings and recommendations are documented and disseminated. S/he will also lead on updating, reviewing, and revising master Log frame, with guidance from the SPM and in consultation with other related colleagues. S/he will promote evidence-based program design that reflects the specific risks and vulnerabilities facing children and families in this context as identified during assessment and analysis. One of the major roles of this position is to coordinate the proposal development process for high quality concept notes and proposals, support CP team to develop MEAL frameworks and detailed implementation plans in preparation for kick-off meetings. S/he will also conduct regular capacity gap analyses and support SMP for development of the capacity building strategy, assess capacity of selected partners, develop plan for their capacity development and take initiative to developing pool of trainers on specific technical training for internal, partners and external actors.
Master Degree, preferably in Social Sciences/International Relations/Development Studies or relevant disciplin
At least 7 years work experience on directly implementing Child Protection in Emergencies programming in humanitarian contexts and fragile states, including 3 years in management position
Extensive experience developing and conducting child protection in emergencies capacity building of staff, volunteers, and duty bearers.
Experience of developing log frames, familiarity with MEAL frameworks, and monitoring and evaluating child protection programs in emergencies.
Proven ability to develop guidelines, such as the Inter-Agency Guidelines on Child Protection and Case Management, UASC Field Handbook, SC Child Friendly Spaces Handbook, Inter-Agency Guidelines on MHPSS
Fluent written and spoken English, with demonstrable ability to draft clear, well-argued assessments, reports, and other documents
Ability to work both in an Advisory and a hands-on implementation capacity.
Proven ability to lead assessments, including IRNA, CPRA, gender analysis etc.
Ability to analyse data and develop findings and recommendations, including identifying specific child protection risks and vulnerabilities to inform a holistic response for children and families.
